As far as I can tell, this is pretty closely related to fashion/craft/recipe bloggers that review and link to products they were either given or received some kind of “payment” for, but did not NoFollow the links (or otherwise disclose the nature of the relationship. I think, for the purposes of understanding this manual action, local sites linking to relevant/authority sites should be just fine!

For example, a local business site that links out to informational town and county pages seems/is relatively natural. I imagine your outbound linking would have to be pretty obnoxious to raise any red flags, no?
